The Texas laws are under wide ranged scrutiny. As such many proposals are forwarded for investigation and acceptance regarding the amendment of certain issues. The latest proposal is for the amendment act of Article VII, Texas Constitution. This proposal has got an addition of amending proposal of Section 2C to relinquish and release any claim of the state of sovereign ownership. It also demands for the application or title to an interest in approximately 4,600 acres of specifically described land in Upshur County. The whole proposal also stands for the issue including mineral rights and surface rights. These are the rights that this particular proposal refers to nearly 1,000 acres of specifically described land in Smith County. This plot of 1,000 acres needs to be checked out for the application of mineral rights and surface rights. Apart from that there are aspects that consider that along with the application of the rights there should be enough space for certain narrowly described circumstances in which an interest owned by a governmental entity related to a public use is applicable. The governmental interest over the issue no doubt has made the issue more sensitive and of great importance in the society.
